There are an estimated 70 million Samsung Smart TVs plugged into American living rooms right now, and close to 65 million of them have never had their network or streaming settings touched since the day someone pulled them out of the box. A family has complained their Netflix "randomly buffers," their apps "take forever to load," their picture "looks worse than it used to," and their TV "feels slower every year" for 3 years straight. They upgraded their internet plan once. $70/month to $90/month. They bought a $140 Wi-Fi extender. None of it fixed the TV. Not because the internet was too slow. Not because the extender didn't work. Because the TV itself — sitting on factory-default network settings, running background data collection that was quietly eating bandwidth, connected to the weaker of two available Wi-Fi bands, holding onto a DNS configuration nobody ever touched, and still running the exact software build it shipped with two years ago was the actual bottleneck the entire time. Their neighbor, a home theater installer who calibrates and configures over 200 TVs a year across client homes, sat down with their remote for about 7 minutes on a Sunday evening. The figure is staggering, but it must be handled with caution. According to World Bank research, Cameroon’s ecosystem services were valued at approximately CFAF 37.2 trillion in 2020, compared with CFAF 19.5 trillion in 2000. Nearly 96% of this value is linked to carbon sequestration by ecosystems, mainly forests. This does not mean that CFAF 37.2 trillion in revenues are revenues the Cameroonian government has lost every year since 2020. Rather, it is an estimate of the economic value generated by nature, only a tiny fraction of which is actually converted into income for the country. The World Bank estimates that just 0.3% of this value directly benefits Cameroon. This is where the real economic problem lies. Cameroon has one of the Congo Basin’s major carbon reservoirs, with forests covering a considerable portion of its territory. Yet the gap remains enormous between the ecological wealth of these areas and their ability to generate revenue for the public budget, local authorities and communities. Based on the World Bank’s valuation, 0.3% of CFAF 37.2 trillion amounts to approximately CFAF 112 billion. In other words, the issue is not to claim that Yaoundé could mechanically collect CFAF 37.2 trillion by selling carbon credits, but to understand why the economic value generated by Cameroon’s natural capital is captured so little locally. Yoko: A Sign of a Much Broader Problem In Yoko, in the Mbam-et-Kim Division, this institutional weakness is taking a very concrete form. The Greenzone Reforestation project, developed by Green Earth, is registered under number VCS 4176 in the Verra registry. Available data indicate a crediting period running from 2023 to 2062, with the project located in Cameroon’s Centre Region. Public information associated with the project indicates that it involves reforestation, including the planting of native and fruit trees. The controversy is less about the value of reforestation itself than about the economic governance of the carbon generated on the territory. The Yoko council says it only became aware of the project at a late stage and claims it was not involved in its implementation. DataCameroon also reports that requests for information sent to the council, the Ministry of the Environment and the project developer did not result in detailed answers regarding the contracts, revenue beneficiaries or revenue-sharing mechanisms. The case is particularly sensitive because the voluntary carbon market operates through international standards, project developers, validation bodies and private registries. A tonne of CO₂ avoided or removed can thus become a commercial asset traded internationally. But when a project is developed in an area where communities live and where a local authority bears part of the responsibility for managing natural resources, one question remains unavoidable: who owns the economic value of the carbon, and who decides how it is distributed? Financial estimates for Yoko also highlight the gap between a local project and the amounts announced at the national level. DataCameroon refers to approximately 35,000 credits per year for the project in question and estimates, based on market prices ranging from $3 to $8 per credit, potential revenues ranging from several tens to several hundreds of millions of CFA francs per year.
