Simply looking at customs duties revenues overstates tariff collections by quite a bit. Tariffs mechanically reduce factor income (labor compensation + profits), which is the base of the income and payroll tax. As a result each $1 of tariff revenue raises, on net, ~$0.75.

One reason it’s dumb to focus on trade deficits: The average American makes $40,000 a year. The average Libyan makes $6,000 a year. Under no set of circumstances will Libyans buy as much from Americans as Americans buy from Libyans. (Another reason: Trade deficits are fake.)

Mitigation is an often forgotten cost of the RFS and other ag subsidies. Radical idea: instead of soaking Toledo families for the subsidies and then again for the harm from those subsidies, we could just not do the bad thing to begin with.
