Folks: Twitter Files don't show FBI paying Twitter to spy on Americans. Email shows Twitter started requesting statutorily provided for reimbursement for processing COURT-MANDATED requests. That does not make Twitter a state actor. Plenty of scandals but this ain't one of them.

There is a state and local gov disinfo reporting authority called CiSecurity (NGO) that is partnered with the DHS. Eventually Twitter “disinfo” reports make it to the DHS. Who then submits it to Twitter. Also see mention of the gov Twitter portal Dr Shiva talked about.
