Something to think about. CArney just announced a major hydro-electric project in Quebec. Ottawa is set to invest $20 billion. Albertans will be paying a huge chuck of that. Once built, the power from that project won't be included in Quebec's equalization determination formula. Albertans will be paying twice. Once for the project, and again (many times) for the equalization. Alberta has to include its oil when determining its fiscal capacity, but Quebec doesn't have to include its hydro power.
