Honourable @CourtKarnataka AN URGENT APPEAL TO THE HON’BLE CHIEF JUSTICE, KARNATAKA HIGH COURT
For nearly SIX YEARS, Karnataka’s Zilla & Taluk Panchayat elections have remained pending.
Article 243E of our Constitution mandates timely Panchayat elections. Yet, despite prolonged litigation, repeated assurances and preliminary notifications, rural citizens continue to await their elected representatives.
How long can constitutional obligations remain unfulfilled?
Is the Karnataka Congress Government genuinely complying with judicial directions, or are procedural delays being used to postpone elections?
I respectfully urge the Hon’ble Chief Justice to examine the State’s compliance, demand a definitive election timeline and ensure accountability for any unjustified delays.
Justice delayed to rural democracy is constitutional justice denied!
The Constitution cannot remain a promise on paper while grassroots democracy remains suspended.
@DKShivakumar@eshwar_khandre@ECISVEEP
@INCIndia@AamAadmiParty@CJP_for_India all claim to be defending the Constitution. Then who will defend Karnataka’s rural democracy?
Karnataka’s Zilla Panchayat and Taluk Panchayat elections were last held in February 2016 and were due in February 2021. Yet rural citizens have been left without a fresh elected mandate for years.
Article 243E is not a political convenience. It requires Panchayats to function within a constitutionally defined term and mandates timely elections. Delaying local-body elections indefinitely undermines representative government and the constitutional rights of rural voters.
If the proposed January elections are postponed again, the government must publicly disclose:
• The precise legal and administrative reason for the delay
• The authority responsible for it
• The statutory timeline for completing the process
• The legal basis for continuing these institutions without a fresh elected mandate
• The safeguards ensuring that Panchayat funds are not diverted, controlled or spent without proper democratic accountability
Public funds meant for Zilla Panchayats and Taluk Panchayats belong to the people—not to MLAs, ministers or political parties. Any allegation that elected representatives are exercising control over Panchayat funds in the absence of elected Panchayat bodies must be independently investigated through a transparent audit.
This is not a Congress, BJP or AAP issue. It is a constitutional issue.
If elections can be postponed beyond January without a clear legal justification, Karnataka’s rural citizens deserve answers:
Who is accountable for this delay?
Who is monitoring the funds?
Who is protecting the voters’ right to elect their local representatives?
Democracy cannot be defended only in Parliament and Assembly elections. It must exist at the grassroots too.

@ECISVEEP, how long can the prolonged absence of elected representation in Karnataka’s Zilla & Taluk Panchayats remain unaddressed?
Rural democracy cannot be kept in suspension for years. This is not merely about delayed elections—it concerns the health of grassroots democracy and the precedent we leave for future generations.
Please act. Democracy cannot remain indefinitely postponed.
A serious constitutional question for our Hon’ble Courts @narendramodi@DKShivakumar@RahulGandhi@eshwar_khandre@ECISVEEP
Karnataka last elected its Zilla Panchayats & Taluk Panchayats in 2016. Fresh elections were due in February 2021.
It is now 2026.
For more than 5½
A serious constitutional question for our Hon’ble Courts @narendramodi@DKShivakumar@RahulGandhi@eshwar_khandre@ECISVEEP
Karnataka last elected its Zilla Panchayats & Taluk Panchayats in 2016. Fresh elections were due in February 2021.
It is now 2026.
For more than 5½ years beyond the due date, an entire tier of elected rural local self-government has remained absent.
Article 243E does not envisage Panchayat elections as a matter of administrative convenience.
Article 243K constitutionally entrusts Panchayat elections to the State Election Commission.
Then how can a constitutional mandate remain unfulfilled year after year?
Delimitation, reservation, administrative processes or prolonged litigation cannot be allowed to effectively convert a five-year constitutional tenure into an indefinite democratic vacuum.
With the highest respect to the judiciary, I ask:
At what point does prolonged delay itself become a denial of the constitutional promise of grassroots democracy?
If constitutional timelines can remain unenforced for more than five years, the issue is no longer merely about delayed elections—it is about the effectiveness of constitutional safeguards themselves.
Rural Karnataka cannot be governed indefinitely without its elected ZP & TP representatives.
Constitutional democracy cannot remain in suspension. Elections must be held.

Whether you are General, SC, ST, or OBC, caste should not decide your opportunities. Every Indian deserves equal treatment. Reservation based on caste only deepens divisions and inequality.
It’s time to stand for equality, merit and equal opportunity.
