The region isn't enabled by default and will need to be enabled on the master / root account. Important to note that the STS endpoint won't support the new region until you change it in the global settings

The AWS Cape Town (af-south-1) region has gone live today! It is a very exciting time ahead for everyone. The region does not contain all services as yet and is about 17% more expensive than Ireland (eu-west-1) which we are currently using for our workloads.
