Not because teachers are stupid, but because program design and program delivery are two different skills--like designing planes and flying them.

He showed that teachers will teach no better than their program. If there is something wrong with the program, they will know there's a problem but they will not know how to fix it.

@hughhewitt @ehanford The federals spent $1 billion in 1970s money to conduct what remains the largest study ever on what works to teach reading. The Follow Through study showed clearly that the method devised by Siegfried Engelmann, known as Direct Instruction worked best. Ask Hanford.
