My working premise is a specification wraps acceptance criteria until the implementation is "complete." The spec goes away, and the ACs stay and are refined over time. Specs age like milk, ACs like wine. ACs continue to be iterated on as long-lived artifacts. Gap analyses between ACs and implementations are what drive work. No gap? No work. New feature? New AC. Gap found? Either a bug or a requirements gap. If that premise holds, then a sufficiently robust collection of ACs could be wrapped in a new specification to deliver a new working implementation with a sufficiently intelligent model and enough time/tokens.
