AYFKM 1) it has NOTHING to do with defense 2) One of the bills they want in would only allow moderation of certain content - and that doesn't include spam, harassment, or porn. It's filled with tons of other issues and would kill online expression. (see screenshot)

Update on the Twitter hack - Twitter confirms a phone spear phishing attack (we also call this vishing). This is the most common attack I execute as a white hat hacker. Why? Because it works, and is quicker than some other attacking methods.
