In a crude attempt to answer Trevor's question in the absence of climatological Flash Flood Guidance, I made this monstrosity. Formula = # of FFWs (2008-2023) per km^2 of CWA, divided by the normal annual precip of that CWA. Green = easier to flood Brown = harder to flood

I didn't include the numeric values at the bottom because they are so small and it's a wonky metric. I guess it's essentially the number of Flash Flood Warnings per km^2 per inch of rain (although in many places, snow contributes a non-insignificant amount of annual precip).
