Chrome extensions have their own local "backend", the background service worker. You communicate with it via message passing, or alarms/events. Noob trap, the worker is ephemeral, you can't store data in memory, if there is no activity chrome will kill the worker, use alarms…

with chrome extension start with the UI + faked backend/auth, get the look and feel of it locked in, this will get you to early users faster and reveal exactly what permissions you really need.

When designing chrome extension, iterate till you have the slimmest permission ask possible, write a few sentences explaining why each permission is critical to user experience. Slim + specific justification make review trivial.

Chrome extension marketplace is extremely developer friendly. Monetize how you want, Google takes nothing, review can feel intimidating but the reqs are transparent, my first approval ~3 days, subsequent releases, a few hours.
