So with all that said, I think it’s worthwhile to take comfort in the news, but it would be a mistake to let that comfort turn to complacency. Powell will not be the last person to lead the Fed and we’ve already seen too many times how a crisis can drastically shift priorities.
Chair Powell even said as much before the Senate Banking Committee when he clarified, “If we were ever to do something like this… we would do this through the banking system.”
In other words, there’s a legal grey area around intermediated CBDCs because technically the Federal Reserve would not be providing the accounts directly. Yet, many of the same risks to privacy, freedom, and markets exist just the same. cato.org/visual-feature…
For those that might not remember, the Federal Reserve built its entire proposal for CBDCs on the idea of a CBDC being intermediated. federalreserve.gov/publications/m…
The problem is that Chair Powell was actually quite careful to hedge this point. He said the Federal Reserve would need approval for a retail CBDC, but then followed up to say that there's a grey area around other forms of CBDCs.
Turning to the question of authority: a similar issue came up last year when it was unfortunately reported in the media that Chair Powell said the Federal Reserve would need congressional approval to issue a CBDC. This is wrong. cato.org/blog/feds-ques…
In fact, just the other day, @GOPMajorityWhip pointed out that the Federal Reserve had apparently been telling congressional staffers that providing a CBDC was a key duty of the Fed. x.com/GOPMajorityWhi…
If you don’t think the Fed is pursuing a CBDC, think again. The Fed gave this to my staff during a presentation earlier this Congress. They view a CBDC as one of their KEY DUTIES.
So let’s start with the first point. As described in the @HRF CBDC Tracker, the Federal Reserve has been quite active. The Fed has been conducting studies, experiments, and pilots for years to research and develop a CBDC. 🔗 : hrf.org/cbdctracker
