Criminalizing homelessness is harmful and ineffective. Even the author of a criminalization bill in Oklahoma, Rep Darrell Weaver, concedes that there could be another approach…housing.
In this article, we use PSID data to conduct spell analysis of housing cost burden for renters. We find that spell length has increased substantially over the last half century as has the risk of spell entry. We follow the logic of the poverty spells literature of the 1980s.

I’m hearing a lot of words about how we are ‘tolerating’ homelessness…which makes it seem like homelessness is an individual choice. It’s not. What we are ‘tolerating’ is a broken housing market. SB1011 does ZERO to fix our housing crisis. #NOonSB1011
Housing, not arrests, is the solution to the trauma of homelessness. The former only multiplies the pain and deepens the trauma.

This will be an interest case to watch. As I write in "Just Housing," the right to housing should be understood as a basic right, because without it, one is unable to enjoy many of the other rights of citizenship, such as being free from cruel and unusual punishment.
