it’s wild that coastal cities have spent years debating if YIMBY policies will lower rents, and Austin just… did it they streamlined permitting, upzoned most of the city, and eliminated parking mandates. Tons of housing is going up and rents are plummeting. YIMBY policies work

To date, affordable ADU pilot programs we studied have assisted <40 low-income households. For affordable ADUs to serve more renters will require more financial support as well as substantially higher take-up rates among homeowners—both uncertain outcomes.
In expensive markets like LA, ADUs have lower per-unit development costs & faster timelines to completion than LIHTC. That’s good! But they don’t have economies of scale that come with larger apartment projects—or long-term funding.
Renting out ADUs also offers homeowners additional income—potentially attractive for moderate & middle income owners. But some homeowners are wary of the strings that come with accepting vouchers. And navigating ADU permitting processes is still challenging.
Interviews with local stakeholders suggest that affordable ADUs could be complementary to traditional rental subsidies. For low-income renters, ADUs offer an alternative housing type & potentially wider range of neighborhoods.
Affordable housing mostly relies on large apartment bldgs, supported through vouchers & LIHTC. Local govts across LA are now experimenting with incentives to create income-restricted ADUs. Our new report looks at potential benefits & challenges: brookings.edu/articles/adus-…
