The USA and Germany are a given they are against it. However, in Africa, only Eritrea and Cameroon are left (both old dictatorships). Japan, South Korea, Myanmar, and Taiwan in Asia are left. Of course, current governments of Argentina and Paraguay wish they pulled out.
