Per Grok award selected but no money flowed to Alabama because the project was not executed : Grok: Very little, if any, construction money actually left the Treasury for this project while Biden was president. The $550 million figure is an award announcement, not cash that was paid out in 2024. The Biden administration selected the I-10 Mobile River Bridge & Bayway Project for a $550 million Bridge Investment Program grant and announced it in July 2024. That program was created by the 2021 Infrastructure Investment and Jobs Act. The selection did not execute the grant agreement, which is the step that obligates the money and lets the state draw it down. That agreement was finalized on May 7, 2025, under Transportation Secretary Sean Duffy. Alabama reporting at the time described the action as releasing the previously awarded grant so the state could use it; a local Democratic member of Congress said the funds had been delayed and were only then flowing. Early construction work followed later, and full construction was authorized only after the September 2026 financing close, with groundbreaking in early October 2026. The rest of the federal package is not Biden-era spending either. A $125 million INFRA grant dates to 2019. The largest piece, a $2.52 billion TIFIA loan closed in September 2026, is repayable credit to be covered by future tolls, not a grant. State funds and bonds cover the balance of the $3.2 billion first phase. So the Biden-era contribution was the competitive selection of the $550 million grant. The obligation, the release of that money, and the start of construction spending all occurred after January 2025.
