Commissioner Leslie Duncan offered a different perspective during Tuesday’s discussion of Hayden’s rejected law-enforcement contract, saying the push for greater reporting and accountability intensified when the county moved toward full-cost recovery. Duncan urged the parties to move past the blame and keep negotiations going, including the possibility of another month-to-month arrangement while Hayden and KCSO work through the remaining contract and reporting issues. This 1:45 excerpt captures her explanation of where she believes the dispute turned. youtu.be/t9c-GOD6HDM?is…

Councilman Tom Shafer, whose planned absence had been communicated to City leadership well in advance, submitted a written statement before the Hayden City Council’s Sept. 22 meeting. Before the council voted 3–0 not to approve the proposed FY2027 law-enforcement services agreement with Kootenai County, Mayor Alan Davis asked whether Shafer’s statement should be read aloud. The council members present said they had reviewed it, and City legal counsel suggested attaching it to the meeting minutes. It was not read aloud before the vote. In his statement, Shafer urged the council to approve the proposed agreement—or continue the existing arrangement month to month—while awaiting Matrix Consulting’s final law-enforcement study. This video includes the council’s discussion, followed by Shafer’s complete written statement. Hayden Reporter obtained the City email transmitting the statement through a public records request. youtu.be/jjvT39LTmxg?is… 𝐕𝐈𝐄𝐖 𝐓𝐇𝐄 𝐏𝐔𝐁𝐋𝐈𝐂 𝐑𝐄𝐂𝐎𝐑𝐃: drive.google.com/file/d/1OSNkb4… 𝐅𝐔𝐋𝐋 𝐑𝐄𝐏𝐎𝐑𝐓: haydenreporter.com/p/hayden-rejec…
