I appreciate not only your first-hand experience, but that you use stats to support your position. Those who argue with you either can’t handle the truth, or have motivation (money) tainting them. Yes to low barriers that are recovery-based.
We must intervene directly with the drug user with accountability and treatment. Instead, our intervention is housing with no accountability, which does not by any scientific means treat addiction. People want you to believe that it does. But it's just not true.

If you’re at the Capitol, you’ll likely see @EytanWallace who reports for stations all throughout CA while carrying a bunch of equipment on his own. I ran into him twice today & saw how all the security, staffers, and people who saw him know him and love him. The kindest person.
It's not that harm reduction is bad. It's the radical interpretation of harm reduction that's bad. We need pragmatic approaches that incorporate accountability, treatment, recovery, accountability and harm reduction into one continuum of care. Until we have that, we lose.
