Michael Haack’s arguments are thoughtful and worth considering, but I tend to agree with @hmarston4 on this question. There are risks with any approach, but the best hope for Myanmar lies with the resistance prevailing over the junta.

What about the basic fact that an arbitral tribunal ruling under UNCLOS that is binding on the PRC and the Philippines ruled that Second Thomas Shoal is within the Philippines’ Exclusive Economic Zone and is a low-tide elevation that can’t be sovereign territory?

Sounds great, but what kind of deal? If the military doesn’t agree to surrender political power and accept some kind of civilian control, then there’s no viable deal.

This is a good step. Now if only a few ASEAN members (Philippines, Vietnam, Indonesia, Singapore, etc) would conduct a similar exercise, without outside powers.

Once a top foreign policy priority, #Myanmar has faded from Washington's radar. The limited U.S. response to its travails lacks energy and commitment, says @MarcielScot, former U.S. ambassador to Myanmar, sharing insights with @TheAtlantic @TMclaughlin3 theatlantic.com/international/…
The answer is probably not, unless Bishop adopts a very different approach than her predecessors have taken. No international envoy is going to persuade the junta to be reasonable nor facilitate the political dialogue so many foreigners advocate.

I just finished @pwinn5’s new book, Narcotopia. Fascinating story of the Wa, including the origins of the United Wa State Army and USG infighting. Patrick’s interviews with key players allowed him to offer a much-needed nuanced view of the Wa. I highly recommend the book.

Good points made by @TMclaughlin3 and @ZachAbuza - properly understood, there is no macroeconomy in Myanmar anymore, but simply disparate streams of revenue and other resources the SAC seeks to access. The SAC’s economic policy making is little more than organised crime.
Again, per a former high ranking Myanmar official, it is necessary to adjust what economic success for the junta means or looks like. It has been three years, and some difficulty for them, but they plodded along for decades previously with a far less internationalized economy.

There's a fundamental difference between having a more independent foreign policy less tied to the United States and a policy of not "provoking China over the WPS." The two are related but not mutually dependent. A genuinely independent FP would not be subservient to China.
Senator Francis Escudero urged the administration to have an independent foreign policy instead of aligning itself with the United States and provoking China over the West Philippine Sea issue. READ: politiko.com.ph/2024/04/28/wag…

@SecBlinken met PRC’s top leaders, including Xi. He had 6 hours with Wang Yi. He covered every substantive issue on his agenda. Time will tell whether these efforts yields results. One thing nobody in USG will spend time thinking about is who stood on tarmac when he arrived/left.
Would you say the same for the Philippines then? 🤔
Western media always describe #Maldives as "Pro-#China" or "Pro-#India" as if a small country doesn't have its right to stand for own interest and has to be subjugated by major powers. It doesn't have to be that way: Charles Liu, senior fellow at the Taihe Institute #GlobalArena
@CherylSaunders1 @MsNicolaSW @MarcielScot V interesting. Scot Marciel is our guest at AMI seminar Monday evening.
No reason for him to be "embarrassed" because China plays these petty games.
🇺🇸🇨🇳 EMBARASSING: Blinken arrives in China and is met WITHOUT RED CARPET. No band or anything … he’s welcomed like a somebody unimportant.
Seriously, this is insane. And one hardly needs to be an appellate lawyer to think so. What is going on here?
Kagan: How about if the president orders the military to stage a coup? Sauer: If one adopted the test we advanced, that might well be an official act
Wise words from @MsNicolaSW and in the @MarcielScot piece attached about how the new UN Special Envoy should approach the task in Myanmar and what to expect.
Great to read @MarcielScot's piece on the role of the new UN Special Envoy, Julie Bishop (ANU's Chancellor) thediplomat.com/2024/04/how-th… Having worked in peacebuilding in Myanmar and watched the graveyard of high-level interveners grow, here’s my take (thread):
With the scant info available from Myanmar’s northern Rakhine state, @_christopherwin makes a valid point.
Important to note that the killings, protests, and burnings aren't in ULA/AA-controlled areas, but in SAC-held towns like Buthidaung. Both communities must beware of falling into SAC's trap. Disappointing to see SAC's cards of fueling racial conflicts still work to an extent.
Good idea. More time is needed to understand the impacts of this canal to the Mekong’s bounty. Only fools rush in.
Vietnamese experts say Hanoi should push Phnom Penh to delay a Cambodian canal project to allow consultation in order to protect the Mekong River Delta, home to 17.4 million people. bit.ly/3WefzIa

Salient to any discussion of the Myanmar junta's "mismanagement" of the economy. The regime's been in survival mode since the coup; its measures aren't really aimed at creating a prosperous country. The same caveat applies to the junta's "governance" and public service provision.
“My argument is that the junta is not failing from an economic perspective because its original objective is to strengthen itself at the expense of the nation's overall economic development.”
