Actually not. I think insurance is a great lever too. They are big lobbyist putting a lot of weight on people's feet. Insurances are in for the money as a business. Not to be saints coming to the rescue! Be a reckless driver, your premium rise. Be a policy maker stopping "preventable incidents", see premiums rising and lobbyist working against you. The problem with my mental-model is the amounts of layers between decision makers and the people footing the bill. It is watered down too much.
