@RBamber This is misinformation. This service change is not Title VI noncompliance. A Title VI analysis is required for fare or services changes affecting a 25% change in service hours over a period of 12 months or more, which this is not.

So to answer the question, it's unlikely that grade-separated transit is a leading factor for the ridership increase.
For example, many tech companies in the Bay Area have stayed with remote or hybrid work options. This is reflected in the fact that BART ridership has lagged compared to other areas that did have a return to work. Note: BART is indeed grade separated.
GDT implies here that WMATA ridership recovery is highly correlated with the fact that its Metrorail is hashtag GradeSeparatedTransit. This is a flawed logic. A🧵⤵️

VTA in San Jose shut down their entire light rail operations in 2021 for months without bus relief. In any case, calling RTD grossly negligent and incompetent is not advocacy and you may find it harder to work with the agency.
