Spot up/Vol up at all-time highs is more common than you think, and there is a very mechanical reason for it. $SPX hits records → K0 shifts up → new calls enter $VIX calc → skew + higher IV on that wing can systematically drives $VIX higher. It's not fear, it's just math.
