"needs input" interrupts voiceover, finished/failed queue behind it, and bursts collapse into a count ("3 terminals need input"). sidebar rows read a short version of each question (e.g. "Approve cargo test?") so you can find who's asking yeah, reading the terminal grid is the big open gap
