“Missing technologies” unlocking positive-sum policy reform are critical in an era of increasing automation and explosive AI-enabled growth, where a decreasing share of windfalls accrue to labor & surplus value accrues disproportionately to holders of fixed assets, e.g. land.
A recent paper by Charles Goodhart (yes, that Goodhart) argues that a baseline LVT increase from 0.55% to 5.55% w/ offsetting decrease on capital & labor income tax could increase economic output by nearly 15%, w/ welfare gains between 3.4-6.4% maxwell.syr.edu/docs/default-s…
