It’s always child-selling; it only sometimes resembles slavery, depending on the conditions. Sweatshops can resemble slavery. Domestic work can resemble slavery (such as stories from Dubai). Commerciak surrigacy can resemble slavery (such as stories from Nigeria and the country of Georgia). It’s a big world and conditions are variable.
It’s not just Europe. Commercial surrogacy is explicitly illegal (or in one case, in the process of becoming illegal*) in the top dozen countries on each of three main human rights/justice indices: Freedom House’s Freedom in the World, Cato Institute’s Human Freedom Index and the World Justice Project’s Rule of Law Index. The only country with laws legalizing commercial surrogacy that ranked in any of these indices top 50 is the United States.
