Yesterday we released a report looking at further expanding the early years childcare offer in Scotland focused on prioritising low income families and reducing poverty. We find that while it increases disposable incomes there is less of an impact on child poverty, why is this?
🗣️ More research is not needed; action is needed. Action to reduce poverty can be taken almost immediately. @MichaelMarmot and @bmj_latest recommend introducing the Essentials Guarantee into Universal Credit to ensure everyone can afford the essentials: bmj.com/content/385/bm

Oliver Dowden in PMQs has said that he is confident that the government will deliver on their manifesto commitment to ban Section 21 no-fault evictions today. ❌ But the Renters (Reform) Bill abolishes Section 21 in name only, giving renters no security.
🗣️ The Renters (Reform) Bill, as it stands, prioritises placating landlords and backbenchers over strengthening tenants' rights. 🕐 It's not too late to fix it. 📢 The Renters' Reform Coalition is calling on the government to ban Section 21 evictions and give renters security.

So many people receiving disability benefits are in deep financial hardship. Cutting eligibility without any reckoning with the inadequacy of the social security safety is not the answer.
Around 7 in 10 working-age adults in a family where someone receives PIP and no-one is in work are in material deprivation. 3 times as much as the rate across all working-age households. 💥 Over 40% experienced food insecurity 💥 Over 30% were unable to keep their homes warm

For the families not in work, this gives them potential to increase their incomes but can mean that some families (e.g. single parents, large families) still experience increased risk of poverty. And for others, work will not be possible.
However, because many families with an under 5 are already in work, there is limited opportunities to increase their income from work. Many of these families will be feel the cost of childcare on their disposable income but will not be below the poverty line.
Families can drastically increase their disposable income if they have access to more funded early years childcare. This is really important for reducing the impact of low-incomes on families with children. You can see how much families can save here: public.flourish.studio/visualisation/…

Thanks to @diffleypartners and @Strath_FAI for their polling, research and modelling expertise. And to the members of the End Poverty Scotland Group and others who drove us on to look at this issue as well as sharing their lived experience of childcare and poverty.
Clearly this will require coordinated action in other areas. For example to improve the quality of work across Scotland, to have employability services fit purpose and a social security system than supports transitions into and out of work.
We also start from a strong platform. Parents value their existing childcare. In order to "poverty-proof" the future of early years childcare, the Scottish Government should follow through on the First Minister's commitment and expand funded places to children under three.
This challenge can be a strength. It is right that Scotland should invest in its early years childcare infrastructure. We could create jobs and spaces in & for communities that need them. This was accepted by government in the past, just as it should be in the future.
What is clear is that that this is not a small fix. Yet Scottish Government & politicians of all parties must meet the challenge head on, otherwise families on low incomes will be left behind. If the cost is a barrier then we need a debate about how we knock it down.
New polling shows 9 in 10 of parents under 5s want a new funded offer. With a new offer they would not just look for work (many are in work already and 60% of HHs with under 5s have both parents in ft work) they would also look for better paid & more secure work.
We find huge potential to increase family's disposable income via a new example offer based on an average of what parents want via a survey of over 500 parents with children under 5. Example offer we have used: 25 hours for 1 and 2 year olds 35 hours 3 and 4 year olds
Parents incomes are being swallowed by childcare costs and this impacts low income families the most. Looking at the example families (interactive tool in our report) you can see why childcare costs could reduce labour market participation.
Our report focuses on poverty reduction. It's important to be able to analyse the 3 aims in their own right to be able to judge the efficacy& potential of early years childcare. With six years to meet the Child Poverty Targets, Scottish Government & Parliament must be bolder.
