Further, in some prior recessions the recession was over before NBER even declared it has begun. As much as you want it to be, it’s not a political statement.

Apportionment relies on total resident population (citizen and non-citizen) plus overseas federal employees and dependents. So even non-citizens are supposed to be counted.
