So apparently Gigabyte's baseline is indeed 188W for PL2 on the 13900K. Pretty sure it's a mistake as Intel's spec is 253W for PL2, or they are playing it extra safe.

@mpr_reviews I also tried different resolutions and fullscreen modes and couldn’t replicate. It’s also weird that options for vsync and reflex are available with FG but it didn’t seem to make a difference for me.
