Hire junior devs. Then support them. Mentor them. Pair with them. Show them that it's ok to ask questions. Show them you don't know everything. Congratulate them on their first PR. Give helpful feedback. Before you know it your team will have one more awesome senior dev ✨

Developers do not have to justify testing and refactoring to management; because those disciplines increase efficiency and productivity. Indeed, it is the lack of such disciplines that ought to require justification. I doubt any could truly be found.
