The only valid defense of unfunded IZ is political: if it's the only way to get upzones passed, then it may be better than doing nothing. But for middle housing in Seattle, the state bill eliminated the political challenge to upzoning. No need to offer MHA as compromise!

HB 1110 requires cities to upzone for middle housing, but does not require inclusionary zoning. IZ is particulary harmful to small-scale housing and Seattle data shows it. To avoid undermining HB 1110, Seattle must not impose IZ on middle housing. sightline.org/2024/04/18/sea…

Austin's current minimum lot size of 5,750 square feet was established in 1946 and has been locking less affluent Austinites out of fee simple homeownership ever since, up to the point where today, the rule is preventing the development of tens of thousands of homes.
Based on analysis done by @cedarbuild, lowering the minimum lot size further from 2000 -> 1500 sqft will nearly double the number of developable plots in Austin. This will unlock 31,186 parcels that can be developed with 3 homes!
it’s wild that coastal cities have spent years debating if YIMBY policies will lower rents, and Austin just… did it they streamlined permitting, upzoned most of the city, and eliminated parking mandates. Tons of housing is going up and rents are plummeting. YIMBY policies work

I've called the #oneseattle plan a rebrand of the Urban Village strategy with one new element--the 'Neighborhood Center'. Rewind to the '94 Plan, there they are as 'Neighborhood Anchors.' 30 years later we still refuse to recognize the value of these places and let them blossom.

If this is true, that for every IZ unit you lose 4 market rate units, then the effects of IZ are worse than previously known. An affordable unit has twice the anti-displacement impact of a market rate unit. That means IZ is itself cutting antidisplacement potential in half.
4. Holding TOC bonuses constant, higher inclusionary zoning requirements come at significant cost. At best, every below-market unit produced by IZ reduces market-rate production by more than 4 units. At higher IZ, this "exchange rate" climbs to almost 9-to-1.
