They are likely making payments to Western banks to ensure this arrangement continues—why would they ever want it to end?

@DeItaone With these bond yields, all US banks are heading toward collapse. I don't think the US government will bail them out this time like it did in 2008. God help those who keep their money in US banks—their funds could vanish into thin air at any moment.
