Iranian here, these announcements are directly from the regime's playbook, by showing a state of emergency, stress and anxiety, they want to tell people to go home, and stop "extra" activities, e.g. protests. basically diversion. Right now the current situation is very helpful for the regime, the "pending worry" helps them to pull the attention of people towards something else, e.g. a war.
