COGNIZANT ENTERED ZERO WORKERS IN THIS YEAR'S H-1B LOTTERY. IT STILL FILED 5,769 H-1B LABOR APPLICATIONS. Both numbers are real. Here is how. The lottery is the door for new H-1B workers. Cognizant's main US entity entered nobody this year, per USCIS. But every H-1B job needs a labor filing at the Labor Department. That includes workers already here. From October to June, Cognizant filed 5,769 of them. Extensions. Transfers. New client sites. Job or wage changes. They’re already here. And they’re not leaving.

Watch where the work goes. This morning Infosys announced it has staffed Truist's new Hyderabad center past 1,400 people in six months. Truist's tech chief says they are "not even halfway" to the near-term goal. Truist is a Charlotte bank. Last month it filed WARN notices for 253 North Carolina jobs as it exits auto lending. Every visa rule needs an offshoring rule next to it.
