Abductions squad was started by the late Patrick Shaw, a once dreaded police reservist known for summary execution of criminals. The members of the abductions squad were recruited from criminals who were promised better lives if they joined the group and help in hunting other criminals. They are still recruited to date from criminals, foreigners, serving and ex-forces members willing to do extrajudicial arrests, abductions, detentions and eliminations. Some are recruited by county commissioners. The IG of police has no command over them and neither do the police, DCI or the NIS. They are a law unto themselves. The president and Internal Security CS are aware of their existence. They also cause violence and disruption of meetings for people unfavourable to the government. Some do contract killings or intimidation for money. They detain people in police stations without booking them in the occurrence book and are the only ones who can release a person or move them between police stations. They own secrete detention facilities in various parts of the country or even illegally use facilities of legitimate agencies. They are called “Kacheros” in the security circles and are feared by legitimate security officers. many of the rogue security agents in Nairobi are housed at Kabete, Central, Kamukunji Police Stations.
