Thanks for sharing this. Sometimes teachers feel they can’t work on decoding bc they have to teach “the standards”. Decoding is the route to reading comp. Of course, at the same time, lang. comp. must be taught via read alouds and discussion.

There will always be some new bureaucratic regulation coming from some distant entity that probably doesn’t need to exist anyway. It’s almost never necessary to spend an entire school year “preparing teachers” for a change that will have zero impact on teaching and learning.

It’s hard to determine with certainty whether a teacher who is struggling isn’t making progress because they don’t know what to do, because they don’t care, or because they’re just tired of this. The last one is particularly prevalent in schools with challenging behavior.
