Measuring blood lactate after/during interval workouts to control intensity works fine. BUT it's not necessary! Looking at this photo, and combining it with my perceived exertion, I KNOW where I was over my lactate "threshold" or LT2. Threshold = no sudden "surge" in HR:)
I read a YouTube comment just now saying something like: "I read the book 80/20 by Matt Fitzgerald and realized you don't have to go all out on every session. It seems to be a simpler version of The Norwegian Method." I think that's pretty accurate. Many names, same concepts..

Through the last years of endurance training I've learned that there is a GOOD low HR response and a BAD low HR response to training. If the HR is lower at a faster pace, you're getting fitter. If the HR is too low at a too slow pace, you've pushed overreaching too far.

There IS a Zone 0! I am not sure where the lower intensity limit for Z1 is as a % of Max HR, power, or whatever (likely an "it depends" kind of issue), but I feel confident that this fella is below it.
