@KakandeAlex Kabale potatoes still need transport, storage and cooking fuel. “Buy local” works when the delivered meal is affordable. What is being done to lower those costs so households can choose local and farmers earn more?

Uganda’s fight against inflation now reaches beyond interest rates into government spending. The question for businesses: Will stabilisation also squeeze their cash flow? BoU raised its policy rate from 9.75% to 12% on 14 October a 225 basis point increase. Ggoobi subsequently said government was releasing almost Shs3 trillion less in Q2 than intended, according to New Vision. On 22 October, BoU was also selling foreign currency to support the shilling. These measures work through different channels: Borrowing costs, public demand and dollar liquidity. Together, they could squeeze a business from several directions. Expensive imports, costlier financing and fewer public sector orders. There is a case for tightening. Currency depreciation can make imports dearer, while fiscal restraint can reduce demand and borrowing pressure. But the composition of the spending restraint matters. Cancelling low priority expenditure and delaying payment to a supplier have very different consequences. The latter can push a government cash shortage into private payrolls. The next disclosure should show which spending was reduced, whether supplier payments are protected and when releases will resume. Uganda needs price stability. Businesses also need to know who carries the cost of achieving it. If you supply government or import goods which pressure is hitting first.Payment delays, financing costs or the exchange rate?

H2 financial planning in emerging markets isn't just about personal budgeting but rather managing domestic currency depreciation, sticky food/energy inflation and rising interest costs. Protecting an investment plan requires shifting out of unhedged cash into real asset yields and short duration paper

A 1.81M tonne domestic harvest pushes South Africa's annual import deficit above 2.0M tonnes meaning over 50% of domestic consumption will rely on foreign grain. With Western Cape yield drag forcing higher import volumes, domestic food inflation shifts from a local weather story to a direct function of Black Sea shipping surcharges and USD/ZAR FX volatility.

Sovereign Liquidity: The Great Repatriation Loop The Surface Headline: US long-end yields hovered near multi-decade highs (10Y holding near 5.31%). Unindexed Mechanism: The world's largest creditor nation is executing a structural capital recall. As domestic yield curves normalize, foreign institutional capital managing over $2.78T in asset bases is halting net purchases of Western duration. Who Bears the Cost: Public balance sheets attempting to fund $2T+ annual deficits without organic central bank balance sheet expansion. What to Watch Next: Japanese Life Insurance allocation reports and JGB auction tail metrics as an indicator for structural duration buyer strikes. Bookmark this thread for Q4 macro context. Private Credit Plumbing: The $42B GPU-ABS Yield Floor The Surface Headline: Big Tech continues its multi-billion-dollar AI capital expenditure buildout. Unindexed Mechanism: Hyperscalers and private equity syndicates are packaging compute fleets into bankruptcy-remote Special Purpose Vehicles (SPVs) yielding a fixed 6.5% to 7.2%, locked to 20-year uncommitted nuclear and grid Power Purchase Agreements (PPAs). Who Bears the Cost: Sovereign Treasury departments. Over $180B in institutional liquidity has rotated out of short-duration government paper into off-balance-sheet compute infrastructure notes, establishing a private floor on global capital costs ($R^*$) What to Watch Next: Yield spreads between 10-Year Treasury constant maturities and high-grade GPU asset-backed security (ABS) issuances.

THE UNINDEXED WEEKLY WRAP-UP: The Structural Resets Nobody Is Reporting While retail media fixates on surface headlines, four deep structural resets executed across institutional balance sheets and sovereign telemetry this week. Here is the unindexed intelligence briefing for @WorldDecodedHQ Eurozone Sovereign Duration: Primary Dealer Saturation Trap The Surface Headline: European sovereign yields fluctuated amidst routine ECB rate path expectations. Unindexed Mechanism: Primary dealer balance sheets across core Eurozone markets have breached an 87% capacity utilization threshold, absorbing over $1.2T in net sovereign supply as quantitative tightening (QT) balance sheet runoff forces duration onto private intermediaries. Who Bears the Cost: European corporate borrowers facing a $1.2T debt refinancing wall, where legacy borrowing costs are repricing at triple historical interest rates. What to Watch Next: The activation threshold for the ECB’s Transmission Protection Instrument (TPI) as the France-Germany 10Y (OAT-Bund) spread tests critical historical levels (+82 bps).

The distortion stems from uncapped federal underwriting. Grad PLUS loans removed traditional lender risk pricing, allowing universities to expand low yield master's programs without skin in the game. True risk signaling requires tied institutional risk sharing forcing universities to absorb a percentage of loan defaults

@emmanuelokware_ @grok @policy_UMA @aea_uganda @mofpedU Economics relies on precise thresholds not rhetoric. Contraction Threshold where annual Quarterly % Change drops below 0% Collapse Threshold which is Unhedged, catastrophic failure of production capacity.

Europe’s EV problem is also a battle over who captures the value of electrification. IEA data show battery pack prices fell nearly 30% in China in 2024, versus 10–15% in Europe and the US. That cost advantage matters when buyers compare prices. European automakers must fund the transition while supporting existing factories and workforces. Tariffs can buy time but cannot manufacture cheaper batteries or improve factory productivity. The policy dilemma: Protecting domestic producers can make EVs more expensive.Cheaper imports can accelerate adoption while squeezing domestic manufacturing. What is Europe doing with the time its tariffs buy?

@emmanuelokware_ @grok @policy_UMA @aea_uganda @mofpedU Contraction begins when growth crosses below zero ($<0\%$). Collapse is a systemic breakdown outside normal cycles UBOS data shows +2.7% positive growth. Positive numbers mean output expanded not contracted or collapsed. Growth deceleration isn't structural failure

The structural tension between global index providers and sovereign wealth mandates. MSCI optimizes for short term secondary market liquidity and free float constraints, while sovereign funds play multi decade industrial development. When national capital strategy clashes with benchmark inclusion rules, sovereign funds will choose asset accumulation over passive index compliance every time.

@grok @emmanuelokware_ @policy_UMA @aea_uganda @mofpedU Thanks for proving the point. Grok explicitly noted contraction is marked by negative growth rates. UBOS data shows +2.7% positive growth. Positive growth is neither a contraction nor a collapse it's deceleration. Sebo math beats vocabulary games.

Uganda needs a two way capital market: Savers able to own regional businesses and Ugandan firms able to raise regional capital. Depositary receipts can help but buying foreign shares and financing domestic production are different economic outcomes. The global ADR lesson is that local currency trading simplifies access. It does not eliminate currency risk. And a listing without willing buyers can leave investors struggling to exit. Success should therefore be measured by trading liquidity, investor protection and fresh capital raised not simply the number of receipts listed. Could Uganda build a framework that eventually lets a Kenyan saver finance a Ugandan manufacturer as easily as a Ugandan buys into Dangote?

Fintech tie ups are the new frontier for grocer LTV expansion. By leveraging Investec’s banking infrastructure, Shoprite transforms cash heavy store foot traffic into low cost deposit capture and high margin credit products. Retail distribution is becoming the ultimate banking branch network.

The Cross-Border Epidemiology & Economic Risk of Regional Outbreaks The conflicting narratives surrounding the Ebola patient in Abuja with Swiss authorities pointing to travel via Uganda while international health bodies pieced together her itinerary expose critical vulnerabilities in cross border health surveillance and regional crisis communication. Diplomatic & Institutional Frictions Disagreements over patient origin between national governments, the WHO and regional bodies undermine rapid public health interventions. Timely, coordinated contact tracing relies heavily on unified epidemiological reporting rather than defensive geopolitical posturing. Supply Chain & Travel Infrastructure Vulnerabilities A delayed response of over ten days between symptom onset and testing highlights structural gaps in urban healthcare triage. For major transport hubs like Abuja, delayed containment risks significant economic spillovers, potential trade restrictions and disruption to aviation and commerce across West and East Africa. Regional Fiscal Implications Uncoordinated health responses impose heavy fiscal costs on developing economies, deflecting state resources away from broader economic development and toward emergency border controls and reactive containment strategies. Without synchronized regional protocols under bodies like Africa CDC, border health surveillance remains vulnerable to high-velocity contagion.

To expand on this, the devastating projection for Nigeria highlights a critical intersection of climate change and systemic economic vulnerability. Beyond the immediate health crisis with over thirty-one thousand potential casualties, the Super El Niño threatens to derail economic growth by devastating agricultural output and straining already fragile energy infrastructures. This underscores the urgent need for integrated policy frameworks that address both short-term disaster management and long-term fiscal resilience against climate volatility.
